if my counter is 32inches high, how much higher is the 2nd tier?

I am short and want a 2 tier island with counter height seating for my guests. The lower side would be 32 inches but most counter height stools are 28 inches. How high can I make the other side before it looks ridiculous? Any Suggestions would be great. Thank you.

    Most kitchen counters are 36", so even if you are short, 32" is very low. Our normal would be a 36" countertop and 1 42" upper.
