Are doorway curtains mounted on picture rail?

I was about to install standard, double pocket rods, but is there an alternative, for shirred curtains?

Is there a way to hang a lambrequin (light, foam-based), so that it will lie flush with the wall, above and below the rail, other than making notches on each side, shaped like a picture-rail hook, and just "hanging" it on the rail?

The window curtains are beautiful...
