Decking material?

It looks like the step down decking is made of stone pavers. Is that correct? We are looking to have a pool with auto cover installed and have been told the step down area must be made of a solid concrete material for structural integrity. Would you agree?

    RowseyBrothersLLC do these step downs all the time using concrete coping stones reverse This is a job completed over two years ago and still looks great. Remember to seal the mortar joints
